Program Manager

Program Manager Consulting Role - Human Services Technology Modernization - St. Paul, MN
Our client is seeking a Program Manager Consultant for a high-profile Human Services Technology Modernization Program.

Works with the State (DHS/MINIT), MnCCC and MACSSA user groups to ensure that the program direction is in business and IT alignment with their plans.

Project is based in St. Paul, MN.  Work will be initially conducted remotely, but may require occasional travel to locations around St. Paul. 

Mandatory Qualifications 
•    B.S. or B.A. degree (4 year) in Business Management, Computer Science or a related field
•    Proven track record of successfully leading the implementation of Technology Modernization Programs with 5+ years experience in this role (certifications may count towards experience).
•    Experience with waterfall, incremental, agile and hybrid project execution approaches
•    Experience in program budgeting and expense tracking
•    Intermediate-level skills MS Office Suite, MS Project, and collaboration software

Desired Skills 
•    Advanced degree (M.S./M.A. degree +) in Business Management, Computer Science or a related field
•    Experience managing programs in state, county, or city governments, health services industry, or non-profit sector.
•    Advanced certification in program/project management (PgMP, PMP); certifications in related disciplines (e.g., CBAP, Prosci, APICS, Lean, Six Sigma Green/Black Belt, etc.).
•    Subject Matter Expert in Human Services Programs
