Job Description

The Regulatory Operations and Enforcement Branch (ROEB) is Health Canada’s dedicated compliance and enforcement branch, which informs and protects Canadians from health risks through regulatory oversight, outreach, laboratories, and scientific analysis. With more than 1000 employees across Canada, the branch is well-positioned to understand the risks faced by Canadians, the context in which Health Canada delivers its
programs and services, and to contribute to regulatory policy and program development at a national level.

ROEB delivers its compliance and enforcement programs and conducts its laboratory and scientific analysis in collaboration with internal and external partners and stakeholders.

WHAT ROEB DOES:

  • Compliance and Enforcement
    • Cannabis, drugs and natural health products, pest control products, controlled substances, and tobacco/vaping
    • Consumer product safety
    • Medical devices, clinical trials, and biologics
    • Manufacturing practices
  • Laboratories and Scientific Analysis
    • Drug analysis, health products, food and microbiology laboratories
    • Air quality and chemical assessments
  • Health Promotion, Protection, and Outreach
    • Environmental health
    • Internationally protected persons
    • Domestic and international collaboration
  • Policy and Operations
    • Border integrity and surveillance
    • Establishment licensing
    • Internal operations and services

As a science-based regulator, ROEB plays a stewardship role that seeks to combine the best evidence with the most effective tools to protect and promote the health of all Canadians through regulatory and policy expertise that is trusted in Canada and internationally.

The goal of this requirement is to lead the transformation and modernization of ROEB into a modern, high-performance workplace, and mobile workforce while supporting the compliance and enforcement operational excellence agenda and IT strategy. Key elements include: developing risk-based frameworks, building the required infrastructure, implementing proactive intelligence-driven decision-making, and increasing enforcement and investigation activities.

Intended Outcomes
To achieve the ROEB vision of regulatory excellence across the compliance and enforcement continuum, the following objectives are identified:

  • In striving for operational excellence, ROEB seeks to ensure that the tools supporting the Compliance and Enforcement (C&E) process are easy, secure, and support timely processing.
  • In support of decision-making, ROEB seeks improved data and tools to increase the effectiveness of risk-based intelligence activities.
  • To support a high-performance workplace, ROEB seeks to leverage modern tools to enable a seamless transition from the office to the field so that employees can access the systems and data needed to support core regulatory functions.

To achieve these objectives the following business outcomes are being sought:

  • ROEB IT resources are managed efficiently and effectively.
  • Information is made available to Inspectors in simple and accessible ways.
  • Enhanced solution integration and systems interoperability across ROEB.
  • Expanded breadth and depth of insights through data analytics and business analysis
  • Innovative and mobile IM/IT solutions enable delivery of strategic priorities regardless of physical location. 
  • ROEB organizational agility is improved.
  • ROEB operations use data analytics and business intelligence to evolve from reactive to proactive Branch management risk-based decision-making.

The Business Architect must provide solutions and services as outlined in this SOW, which include but are not limited to:

  1. Developing policies and rules that allow an organization to carry out its mandate and functional responsibilities, and that govern the organization's actual and planned capabilities in terms of data to manage the supply chain of regulated products
  2. Conducting an assessment of the project's business architecture, process, and performances of projects in the regulatory licensing space
  3. Recommending changes to improve operational performance in order for ROEB to build analytical capacity and improved data and tools
  4. Developing principles of operation and concept of operations to support enhanced efficiency and effectiveness in Compliance and Enforcement program delivery
  5. Advising Senior Management on trends and innovating and competitive technologies and their impact on the organization's and government architectures and business strategies
  6. Recommending alternative solutions, methodologies, and strategies to improve data integrity and risk identification to drive operational efficiencies through automation.

Qualifications

  • The proposed resource must have an active/valid Secret (level II) Security Clearance.
  • The proposed resource must have greater than five (5) years of professional work experience as a Business Architect.
  • The proposed resource has a minimum of nine (9) years of professional work experience within the last fifteen (15) years performing all the following tasks:
    • Conducting an assessment of the projects’ business architecture, process, and performances;
    • Evaluating the feasibility of the architecture and technologies related to  a business change/update;
    • Identifying risks associated with the architecture and technologies, and recommending risk mitigation;
    • Recommending alternative solutions, methodologies, and strategies.
  • The proposed resource has a minimum of three (3) projects within the last ten (10) years for a science-based and/or health care sector client.
