Job Description

NCBA CLUSA’s USAID-funded Farmer-to-Farmer program sends American farmers and agribusiness professionals on 2-4 week agricultural development assignments, promoting sustainable growth and agricultural development worldwide.  Volunteer technical assistance from U.S. farmers, agribusinesses, cooperatives and universities helps smallholder farmers in developing countries improve productivity, access new markets and conserve environmental and natural resources.  For more information visit NCBA CLUSA Farmer-to-Farmer.

The Cooperative Development Program (CDP) is a global initiative that is strengthening the capacity of cooperative businesses, credit unions and cooperative ecosystems.  NCBA CLUSA CDP is strengthening capacities in several ways, including governance, member equity and capitalization, financial management, market performance, legal and regulatory reform, gender inclusion, and youth engagement.

NCBA CLUSA is currently seeking 1 Database Manager Consultant to support Monitoring and Evaluation associated with NCBA CLUSA’s Farmer-to-Farmer and Cooperative Development programs.   This consultant or firm will provide knowledge and experience in database administration tasks and technical expertise for a legacy system using the following products relevant to the specific task:

  • Hosting: Heroku is the platform that hosts the app and database
  • File storage: AWS
  • Framework: Ruby on Rails 5.2
  • Database: PostgreSQL
  • Emails: SAAS to send emails, Mailchimp

ESSENTIAL AREAS OF RESPONSIBILITY:

  • Provide highly technical expertise and guidance in the design, implementation, operation, and maintenance of a legacy database management system (DBMS), evaluate, and recommend available DBMS products after matching requirements with system capabilities, determine file organization, indexing methods, and security procedures for specific applications.
  • Tune the database manager configuration and database configuration parameters, like buffer pools, shared memory variables, I/O variables, application heap, database heap size, logs, and sort area, to increase performance of the system.
  • Maintain and build/install databases on a cloud environment.
  • Write stored procedures and triggers to populate data from non-constraints tables to normalized tables with constraints
  • Maintain and create data dictionaries, users, nodes, instances, databases, tablespaces, containers, buffer pools, and logs.
  • Control the design and use of databases, control the global view of databases, control the access to the databases, assure the safekeeping of the databases (from accidental or intentional damage or loss), and monitor the use of databases.
  • Define all required database administration policies, procedures, standards, and guidelines (i.e., data dictionary).
  • Other duties as assigned

Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, or related field
  • 6+ years of experience as a Database Manager or Administrator may be used in lieu of degree
  • Baseline IAT-II certification IAW DoD 8570.01-M and BBP 05-PR-M-0002 requirements preferred. Acceptable certifications include Security+ CE, CCNA-Security, GICSP, CND or SSCP.
  • Strong communications skills (both written and oral), strong customer service, and excellent interpersonal skills
  • Required English and Spanish language. French is desired
  • Strong analysis and comprehension skills.
  • Ability to define and follow required database administration policies, procedures, standards, and guidelines.
  • Ability to provide DBMS recommendations to meet system and customer requirements.
  • Ability to provide technical knowledge and write technical documentation as required.
