The City’s 1996 Charter designates the Controller as the chief accounting officer and auditor for the City and County. The City and County has a budget of over $9 billion of which two-tenths of one percent is annually legislatively mandated to the City Services Auditor. To fulfill his role as the City Auditor, the Controller designates his audit authority to the Director of City Services Auditor and together they fulfill these legislative mandates as a condition of his audit authority by:
POSITION DESCRIPTION
Under direct supervision, assists in planning, organizing, and conducting performance audits, qualitative and quantitative data analyses, program evaluations, benchmarking, investigations, information technology audits, compliance audits, and financial and/or forensic audits to analyze, assess and review the effectiveness, efficiency and economy of the management, operations, and activities of governmental agencies, vendors, contractors, and other parties that do business with the City and County of San Francisco, and performs related survey, research and duties as assigned. Essential duties for this job include, but are not limited to:

PROJECT MANAGEMENT & TEAMWORK
Performs other duties as needed, including: providing input into the annual audit work plan to identify audit risks and priorities; maintaining the appropriate level of confidentiality and sensitivity; recommending and/or developing operational changes for the City Services Auditor division; maintaining professional proficiency through continuing professional education and participation in professional associations; may assist in receiving, entering and investigating complaints for the whistleblower program; may assist in constructing records and data that may have been destroyed or falsified; may assist in the IT risk assessment and development of the IT audit plan program for the division; and performs other related duties and responsibilities as assigned.
Training:
Possession of a baccalaureate degree from an accredited college or university in business or public administration, accounting, finance, statistics, the social sciences, English, or a related field.
Experience:
No previous experience is necessary for this classification; candidates must be willing to learn auditing principles and practices; receive on-the-job training to acquire practical experience in applying professional standards and developing auditing skills.
