Job Description

The newly created DND team intends to develop an understanding of internal and external interoperability needs, aid in the development of options and plans to integrate systems, while continuing to deliver on enduring national and international commitments. The team needs to establish good relationships with all stakeholders, develop the necessary processes and governance to fulfill its mandate of Force Development for Pan-Domain interoperable and integrated Information Capabilities.

 

The services of a Business Systems Analyst level 3, specializing in the development, planning, research, writing, and editing documentation in support of assessment and strategic planning of future joint and combined Control and Command capabilities.

 

Tasks for the Business Systems Analyst Level 3 may include, but are not limited to:

  • Work on and help develop Defence Chief Information Officer (DCIO) & CAF J6 Direction and Guidance (D&G) for Force Development (FD) planners;
  • Work on and help develop DCIO & CAF J6 D&G for Control and Command (C2) Interoperability;
  • Work on and help develop the Joint Targeting Effects;
  • Work on and help develop the Network Service Convergence;
  • Work on and help develop the Joint Communication Requirement Management section;
  • Help adjust/update the DCIO Functional Planning Guidance to better describe and include the DND team and its Directorate;
  • Participate in various working groups, boards and committees and provide assessment and evaluation and how DJC2IS FD fits in;
  • Assess and integrate the Defence IM/IT Programme governance with other Government Departments and Allies governance framework.

Qualifications

  • The Contractor should clearly demonstrate that the proposed resource has one of the following academic credentials:
    • A degree from a recognized university in the sciences, engineering or information management, or
    • A diploma (minimum 2 years) from a recognized college in the sciences, engineering or information management.
       
  • The Contractor must clearly demonstrate the proposed resource has a minimum of eight (8) to ten (10) years of combined experience, within the last fifteen (15) years, performing business analysis of functional and non-functional requirements to identify all of the following:
    • business requirements
    • procedures
    • methods
    • subsystems
    • interfaces
    • prototypes; and
    • decision flows.
       
  • The Contractor must clearly demonstrate the proposed resource has a minimum of five (5) years experience, within the last ten (10) years, developing detailed statements of business or operational requirements.
     
  • The Contractor must clearly demonstrate the proposed resource has a minimum of eight (8) years experience, within the last fifteen (15) years, identifying viable business / operational system solution options and recommending a course of action.
     
  • The Contractor must clearly demonstrate the proposed resource has a minimum of eight (8) to ten (10) years of experience, within the last fifteen (15) years, developing process analysis, functional specifications, and non-functional specifications to support the development of automated business processes.
     
  • The Contractor should clearly demonstrate that the proposed resource has five (5) years of experience, within the last ten (10) years, conducting interviews and workshops with both business and technical communities.
