Policy Operations Program Manager, Mobile In-App Fraud

The Policy Operations team is charged with ensuring a quality and safe user experience with revenue products, protecting the company from legal, reputational, and financial risk, and removing roadblocks for genuine customers to transact freely on the platform. We do this by implementing scalable and effective policy and risk enforcement solutions. 

As a program manager focused on our mobile programmatic exchange, MoPub, you will identify and mitigate various types of fraud, and in particular, invalid traffic (IVT). You will work hand-in-hand with cross-functional teams to identify and offboard fraudulent traffic. You must be an experienced problem solver adept at crisis management, a collaborative and passionate teammate, and someone who can influence a cross-functional team with competing priorities. Perhaps most importantly, you must be able to thrive in a constantly evolving environment where no two days are the same!

Responsibilities

• Oversee the strategy and execution of invalid traffic (IVT) enforcement across MoPub Marketplace, maximizing the quality of in-app mobile traffic for our demand-side partners and their advertisers

• Proactively and reactively identify patterns of malicious activity and work with cross-functional teams (Product, Partnerships, Technical Solutions) to identify and implement prevention measures

• Devise operational strategy and improvements for MoPub’s publisher onboarding process, partnering with Product & Engineering on automated solutions, and Operations on manual review 

• Drive synergy across teams at Twitter focused on fraud and risk prevention, identifying opportunities to leverage each other's technology and solutions 

• Evaluate and partner with third-party vendors to supplement in-house solutions, navigating technical requirements and signals 

• Conduct investigations, analyzing patterns to identify manipulation and then leveraging our suite of technical and non-technical enforcement and remediation measures 

• Influence Product and Engineering on systems, tools, and logic to improve detection, agent effectiveness, or customer experience

• Serve as an internal IVT expert for internal and external customers

• Analyze data and translate it into actionable insights and business opportunities 

• Communicate fearlessly! 

• 4-5+ years of experience in a relevant risk-related, technical, or operations role 

• A track record of planning, executing and delivering results for complex and cross-functional technical projects

• Experience making quick and effective decisions that could have downstream impacts while navigating logistical constraints

• Exceptional leadership skills and ability to influence at senior levels 

• Ability to work productively in a fast-moving, cross-functional, and at times ambiguous environment

• Extremely detail-oriented with an ability and affinity for process creation 

• Excellent written and verbal communication skills

• Focused, self-motivated, and proactive in building relationships and pursuing opportunities 

• Highly analytical and capable of using data to make decisions 

• Not afraid to roll up your sleeves to get the job done! The role will be both strategic and tactical
