Job Description

Individual is primarily responsible for managing all contracts and proposal efforts. Contract Manager must be very detail oriented, able to multitask and meet deadlines, and knowledgeable about contracts and proposal responses necessary for performing business with Federal, State, and Local Governments, to include forming teaming relationships, as well as be able to manage, coordinate, and develop proposals to respond to Government solicitations. The person in this crucial role will fulfill the following duties and responsibilities:

  • Craft, evaluate, negotiate and execute a wide variety of different contracts covering a range of transactions.
  • Create and maintain relationships with vendors, partners, and Contracting Offices, and serve as the singular point of contact for matters concerning contracts.
  • Maintain records for correspondence and documentation in relation to established contracts and those in progress.
  • Communicate and present information to stakeholders about all contract-related matters.
  • Monitor contracts and move forward with close-out, extension or renewal according to what’s best for the company.
  • Solve any contract-related problems that may arise with other parties and internally with the company itself.
  • Support the capture efforts for a proposal and review RFPs of interest to the company to pursue.  Work with partners and internal staff to meet the requirements of the proposal for submission as a Prime or as sub.  
  • Manage, coordinate, and support proposal team efforts from pre-proposal support through color proposal review process to develop and submit compelling, compliant, and timely responses to RFPs.
  • Review, Organize, and Structure internal documents from CPARs to Past Performance to support development and maintenance of Proposal and Past Performance repositories as well as processes to ensure effective and proper usage.  

Qualifications

Minimum of five years of experience as Contracts and/or Proposal Manager. Able to coordinate and lead a group to move goals forward and assigned tasks. 

  • Communication: Must be able to communicate ideas effectively to the company, to the other parties involved and to stakeholders to keep everyone apprised of contract and proposal related matters.
  • Negotiation: Negotiation is essential for a Contract Manager and Proposal Manager, as it’s their job to get the most benefit to the company possible out of any contract or proposal effort considered.
  • Confidence: A key aspect of successful contract and proposal management is confidence. It takes a strong attitude to successfully coordinate and lead proposal efforts as well as negotiate and execute contracts, as well as an understanding of when to walk away and when to stand one’s ground.
  • Finance Skills: In order to evaluate whether or not a contract is good for the company, a Contract Manager must have the necessary financial skills to determine exactly how the company would benefit.

Additional Information

Must be able to pass a background investigation and hold a clearance. 

Strong communication skills and the ability to communicate difficult concepts, associated challenges and provide solutions to mitigate them.

Bachelor's Degree in Computer Science, Information Systems, or related field. Or equivalent work experience. 

Consulting experience is desired
