Job Description

The Director of D&A is responsible for developing and implementing data management strategies, processes, policies and procedures to ensure system data is accurate, complete, and reliable. The Director of D&A works with departments to assist in resolving data quality problems (using root cause analysis and resolution techniques) and is a key driver of process improvement and efficiencies for data governance.  The Director of D&A will implement useful BI tools and a framework to support data analysis to drive the business forward by creating solutions to meeting departmental needs. The Director of D&A will be responsible for educating IT and BI teams on Data Governance standards and the implementation of best practices.  The Director of D&A will lead the transition the HCA Organization from the existing internally developed Clinical reporting Data Warehouse to the future state HealtheEDW Advanced platform (to house clinical and non-clinical data).  The Director of D&A will provide leadership to support resolving and prioritizing data management issues, improving the quality, usability of data and working with business owners to ensure the correct usage of enterprise data.

DELIVERABLES

·         Develop and support the overall Enterprise Data Management Strategy:   Ensure Enterprise Data Management program and roadmap focuses on building enterprise data that is accurate, standardized, and optimized.  Increase data confidence and help support the move from a reactive to proactive development environment. The team also supports the definition and tracking of investment returns and operational efficiencies, with the aim to reduce the cost of poor data.

·         Implement Cerner HealtheEDW Advanced: Transitioning existing data warehouse to the HealtheEDW Advanced platform and end of life of the old platform. Implement the technical infrastructure for the CalAIM ECM/ILOS, QIP, and other quality initiative programs (short term/long term solutions).

·         Lead and Enforce Data Governance:  Define and implement Data Governance Policies and processes, policies and tools in order to secure enterprise data assets. Support business owners on a continual basis to keep these policies current and relevant.

·         Standardize data:  Help define and govern business rules impacting data content across the suite of enterprise data assets.  Provide project/program recommendations for additions, modifications, or definitions of specific data elements within respective data domains.  Direct data user to the appropriate authoritative source of data based on specified business scenarios.  Provide business context to data elements and relationships, as well as ensure business models are correctly reflected in conformed data models.

·         Track and manage data quality: Establish and execute approach, processes, and procedures to appropriately diagnose enterprise or specific business data quality issues.  Lead business owners in remediation efforts; monitor the impact of imperfect data and flag those that have not been immediately corrected due to prioritization or timing issues. Audit external data on entry to Cigna to ensure that only quality data is allowed into the environment.

·         Manage metadata: Facilitate enterprise-wide data standardization across all metadata components (business, technology and operations). Document business rules and make them available to users to provide clarity around data meanings.

·         Digital Transformation:  Implement mechanisms to enforce data privacy and data protection principles within Digital Transformation projects and programs by working closely with compliance and government regulations. This includes transitioning from the current state (w/o data governance standards and best practices) to the future state (consistent and repeatable processes).

RESPONSIBILITIES:

·         Ensures HCA data and reporting applications and platforms are delivered to drive efficient business decisions, gain collaboration and achieve business outcomes

·         Provides expert advice and technical expertise to business, clinical, and technical teams to help assure that data, analytics, and reporting solutions are designed and developed in the optimal manner and in accordance with industry best practices

·         Works closely with the HCA Data Analysts & Report writers within IT and Business Units to understand their data reporting & analysis needs

·         Manages design, development and implementation of Master Data Management (MDM) (e.g. Enterprise Master Index, Clinical Data Warehouse), Data integration & analytics solutions using relevant database tools

·         Validates reports specifications, manages the implementation and testing process and ensures timely delivery to clients

·         Ensures data warehouse components including hardware, database management systems, ETL software and metadata management tools implementation follow the standards and best practices

·         Responsible for overseeing the D&A staff including of DBAs, EDW Architects, Developers, Business Analysts to design, model and implement the physical design of the reporting and analytics environments

·         Identifies user requirements by researching and analyzing user needs, preferences, objectives, and working methods and studies how users consume content, including data categorization and labeling

·         Participates in Change Advisory Board (CAB) to ensure EDW/BI standards and best practices are being used on changes and net new implementations. 

·         Documents current state of operations systems and procedures and recommends improvements to increase efficiency for future state.

·         Develops policies and procedures, standards, best practices, or knowledge content, to ensure data sharing governance and management guidelines are developed and aligned with enterprise guidelines and data governance strategy and policies, and ethics and security are embedded at every stage of the data lifecycle from creation, storage, sharing, and archival

·         Supports the development of robust business governance assets including but not limited to Business Glossary, Governance Policies, Data Sharing, Critical Data Elements, Data Dictionaries, and Stewardship

·         Engages and support business partners to adopt Enterprise Data Management tools and standards

·         Ensures that the same data governance rigor is being applied in the evaluation processes, that appropriate legal/compliance documentation is being completed, and to streamline/consolidate decision making when appropriate. 

·         Collaborates with cross-functional stakeholders on understanding and prioritizing critical business use cases where data governance can help ensure trust in data, increase collaboration and grow data literacy

Qualifications:

·         Bachelor’s degree, Advanced Degree preferred, with 5-7 years of experience managing the design, development, and continuous improvement of complex healthcare data systems, tools, and reports

·         Experience with Data Governance & Reporting Tools: Collibra, Tableau Desktop 10, Business Intelligence Development Studio, SSRS

·         Strong knowledge of Databases: MySQL, Microsoft SQL Server.

·         Management skills: Agile Methodologies, Excel [Pivot Tables], PowerPoint.  

·         Experience with Cerner and Cerner EDW

·         Experience in supporting enterprise data and analytics initiatives

·         Excellent written and verbal communication skills

·         Mastery of healthcare data analytics (3-5 years experience in Quality Measures, HEDIS, NCQA experience, a plus)
